AT&T-Lay-Off Announcement
Monday, 08 December 2008
We received the following notification from the CWA Communications & Technologies office on Friday, December 5, 2008 regarding the pending national layoff at AT&T.

To: All AT&T C&T Local Presidents

The C&T office was officially notified today that there will be a surplus of 4,800 CWA members across all the core contracts.  This includes 1000 temps who will be work completed.  Within the Legacy T contract there will be a surplus/VTP of approximately 120 employees that are part of the 4800.

The off roll dates for these 4800 occupational represented will be by the first quarter of 2009. The total number of employees affected by the company's announcement today is 12,000, which includes Non-Represented and Management.

It’s sad, that at a time like this, when more than ever, our members are concerned about their jobs, the economy and their families, that the company chooses to do a major downsizing.

As we get more details on titles, and locations affected by this surplus we will get that information to the locals.

 AT&T – Unofficial LayOff Breakdown

Although AT&T has not completely announced its lay-off breakdown across AT&T to the Union, we believe that we have numbers that approximately approach the pending layoff.  Before you review the Bargaining Unit numbers you need to remember that AT&T employees in Local 3250’s jurisdiction are part of Legacy T.  The majority of the effected AT&T Bargaining Unit employees are part of the LEC environment (SBC, Ameritech, Pactel, BellSouth and SNET) and the company refers to them as regions.

Region Breakdown                  Approx. Surplus

East                                             400
Midwest                                   1,300
Southeast                                 1,000
Southwest                                1,400
West                                           600
Legacy T                                    100
Total                                       4,800

The following is a further breakdown of possible effected departments/divisions across AT&T:

Work Component Breakdown                  Approx. Surplus

Construction & Engineering                               1,500
Installation & Repair                                          1,500
Business                                                            1,200

Other                                                                  200
Total                                                                4,800

The following is the breakdown of employees by regular, full and temp/term employees throughout AT&T.   Remember, many of the regular full time employees are protected by JOG (Job Offer Guarantee) in their collective bargaining agreements at AT&T.

Employee Status Breakdown            Approx. Surplus

Temp/Term Employees                               1,000
Regular Full-Time Employees                      3,800 – 95% of employee base is JOG protected
Total                                                         4,800

These numbers only reflect bargaining unit members.  Any reduction of management employees and the contractor workforce has not been ascertained in regards to the December 4, 2008, AT&T 12,000-employee reduction announcement.

When we receive the exact lay off numbers, titles, GCA’s and bargaining units effected at the time of the official AT&T announcement to the Union, we will share that information with our Members.
